The library was initiated in 1912, following a decision of the Zemstva Assembly of Soroca County. The official date of the founding of the Florești Library is May 10, 1945. The "Ion Creangă" City Public Library (BPO) is located in the premises of the House of Culture in the city of Florești, on an area of 454 m2.
The first director and the one who laid the foundation of the BPO was Nadejda Postolache, succeeded by: Ludmila Tiuşkevici, Tamara Bulgac, Galina Sorochina, Dora Tentiuc, Eudochia Lavric, Eugenia Guţan, Elena Belschi, Mariana Antoci (currently).
In 1948, the Children's Library Branch was opened, and in 1996, with the support of colleagues from the "O. Goga” in Cluj-Napoca, the Romanian Book Branch was inaugurated, with about 8 thousand material units.
In the years 1972-1989, its employees implemented new practices for serving the libraries in the network. The centralized library system in Florești district consisted of: the district library, a children's library, three city libraries and 57 village libraries. Their complete collections numbered over half a million copies, with purchases being made centrally according to the editorial plan. The number of readers served by the library system in Florești had reached, in 1977, 53% of the district's population.
Since 2016, the BPO has been part of the “Novateca” Project – a five-year program, which aimed to equip libraries with modern information technologies, to consolidate
the system of professional development of librarians, to provide modern services to community members.
Thanks to this program, BPO was technically equipped, which gave it the opportunity to implement a number of innovative services: "Step by step in the world of computers", "Cinemateca", "Public electronic services for individuals and legal entities", "Health for all", "Animation workshop", "Opportunities and perspectives for young people and women", etc.

Mayors from A to Z", "Young hearts", "Fantasy" Club for participants of all ages, "Dewdrops" puppet theater. The children's branch invites preschoolers to the "Friendship camp" summer camp, also open to beneficiaries from Ukraine, Romania, Italy. In 2016, within the framework of the “Novateca” program, the Professional Training Center for Floreşti Librarians was established, where dozens of trainings are organized annually for librarians from the 55 libraries in the network.
The Center’s facilities are provided for both librarians and residents of the district, who participate in professional workshops: “Digital Education”, “Electoral Education”, “Media Education”, “Electronic Governance or e-Government”, etc.
Since 2022, in accordance with the “Regulation on Methodological Activity within the National Library System”, BPO “Ion Creangă” has the status of the Floreşti Territorial Library and Economic Center and guides the activity of 55 libraries.
BPO "Ion Creangă" involves librarians in several national projects: the National Program "Central Reading", the National Reading Campaign "Let's Read Together", "Library Nocturne", the Reading Contest "At the Sources of Wisdom", etc.
In 2022, BPO "Ion Creangă" participated in the Grant Program for Youth Councils, financed by the General Directorate of Education, Youth and Sports of the Florești District Council.
Funds were attracted for the implementation of the "Digital Education" skills development service, with the aim of supporting the education of students from socially vulnerable families, developing computer skills, and promoting learning through IT.
In 2023, the library together with its branches owned a collection of about 71 thousand books and periodicals, of which 46% are publications in Romanian.
Annually, over 3 thousand users benefit from the services of the library and its branches, who borrow about 50 thousand titles. All processes and activities of the library are ensured by 13 librarians, with professional qualification categories, who, through access to information and relations with the community, are involved in the development of society.
The continuous dissemination of information in the media regarding the library's activity ensures the positive image of the institution and keeps the Florești community informed about the news and events organized by the library. In 2020-2022, librarians published more than 50 articles about the collections, services and products offered and developed the current Bibliographic Index "Florești District. Echoes in the Press", which capitalizes on information from the newspapers "Actualități Floreștene" and "Ziarul nostru".
The library collaborates with the General Directorate of Social Assistance and Family Protection of Florești, with the Youth Friendly Center "Trust", with institutions involved in educational activity.
